Excerpts from the Marin Energy Authority's response to the Grand Jury paper:
The Marin Energy Authority (MEA) is a new government agency, but is not a ‘new level of government’, and is to be financed with ratepayer revenues that do not cost the member agencies or MEA any general funds. The implied argument that general funds are at risk is false.

PG&E Corp. plans to spend $25 million to $35 million on a California ballot initiative that would limit the ability of cities and counties to go into the public power business, the company reported Friday.
PG&E Corp. is the parent company of the Pacific Gas and Electric Co. utility, which is fighting efforts by Marin County and San Francisco to start their own power agencies. Proposition 16, on the June 8 ballot, would force any local governments that want to establish electrical service to win the approval of two-thirds of their voters first.

Every election cycle has an awful state ballot proposition, with plenty of corporate funding to fool voters. For the June primary, it’s Prop 16 – a thinly veiled power grab by PG&E to shut down competition to keeps its monopoly.

Every single elected official, candidate for office, and political group in the state that isn't entirely bought off by PG&E needs to loudly oppose Prop. 16 - now!
