SAN FRANCISCO (Jan. 11, 2010) -- City Attorney Dennis Herrera today petitioned the California Public Utilities Commission for tougher regulations to prohibit electric utilities from engaging in marketing campaigns and other abuses of their monopoly position to undermine Community Choice Aggregation, a program intended to enable local governments to develop cleaner, renewable energy sources and ultimately stabilize consumers' electricity costs.
